In my recent book, Academia, Inc. I take no credit for the term. And, the fact that Canadian universities are being transformed has not really been questioned.
But there remains considerable debate around the sources of this transformation. Who or what is responsible? I would add, though, that there is another group of important players, a group who have perhaps not received the attention they deserve: governments. In the s, the Liberals branded their own innovation agenda in several major reports, including one by the Expert Panel on the Commercialization of University Research. From on, the Harper Conservatives went even further.
The federal Conservatives also oversaw a strategic reorientation of the federal granting councils. The NSERC currently has no natural scientists on its governing council, but it does include a number of corporate representatives one of whom used to head the Fraser Institute. Research with and for industry earns institutions vital income and furthers knowledge transfer, so universities take it seriously, finds Sarah Wild. Industry income and research are an integral part of the strategies of many universities of different sizes and types across many countries. The income generated by this work is also often necessary for these institutions to survive, or at the very least it helps to diversify their revenue streams beyond government grants and donations.
Universities that score well in this pillar are doing research that businesses are interested in — to such an extent that these businesses invest in that work rather than in in-house research and development — and from that interest deriving an important income stream. Germany has the most top-ranked universities in this pillar, with three institutions gaining top marks.
Two of these — LMU Munich and the Technical University of Munich — are located in the ancient capital of Bavaria, which is today known as a hub of science, engineering and innovation. The third — the University of Freiburg — is in Freiburg im Breisgau, a city in the south west of the country that is well known as an old university town. Turkey and China each have two universities sharing first place in the pillar.

There are a number of ways in which businesses and universities cooperate in the country, according to its federal Ministry of Education and Research.
